[ANNOUNCE] New NSPR module peer Ted Mielczarek

I'm pleased to announce that Ted Mielczarek has accepted
my invitation to be an NSPR module peer.

Ted is well known in the Mozilla developer community for his
work on the Breakpad crash reporting system and his expertise
in build systems.  I am a big fan of the MozillaBuild package
he maintains.  I will be counting on him to improve NSPR build
system's support for cross compilation and to "harmonize" (to
use a standards body jargon) NSPR's build system with
Mozilla's build system.
