[ANNOUNCE] NSPR 4.8.6 Release

The NSPR 4.8.6 release is now available.  The CVS tag
is NSPR_4_8_6_RTM.  The source tar file can be
downloaded from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.8.6/src/

As Kai Engert announced before, we cancelled the
NSPR 4.8.5 release.  Therefore, the bug fixes in NSPR
4.8.6 includes the bug fixes in the originally planned 4.8.5
release, and can be found by this Bugzilla query:
