--program-prefix takes no effect if I build on windows using Mozilla Build.

Hello everybody,

I have a need to build this library with specific prefix to its'
binaries. The appropriate option to configure takes no effect.
Yet --with-ipv6 option causes non-buildable package.

Is there somebody who has experienced the same problem and solved it
successfully? Maybe you can share this knowledge to me.
