The NSPR 4.17 release is now available.  The hg tag is
NSPR_4_17_RTM.  The source tar file can be downloaded from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.17/src/

NSPR 4.17 contains:
* changes to the Windows implementation of the networking code
  required by Firefox 57
* a FreeBSD build fix
