[ANNOUNCE] NSPR 4.18 Release

The NSPR 4.18 release is now available.  The hg tag is
NSPR_4_18_RTM.  The source tar file can be downloaded from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.18/src/

NSPR 4.18 contains the following changes:
- removed HP-UX DCE threads support
- improvements for the Windows implementation of PR_SetCurrentThreadName
- fixes for the Windows implementation of TCP Fast Open
