[ANNOUNCE] NSPR 4.25 Release

The NSPR 4.25 release is now available.  The hg tag is
NSPR_4_25_RTM.  The source tar file can be downloaded from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.25/src/

NSPR 4.25 contains the following changes:
- fixed reading files larger than 4 GB on Win32
- changes to NSPR test tools to allow them to run on our CI
- added support for Xtensa architecture
