How are you starting the programs? If TB is loaded first, does FF load?

No.

It shouldn't be. Unluckily bugs do creep in and with our limited number 
of developers it is hard to test all cases.
Hopefully upgrading to TB38.8.0 (and FF38.8.0) will fix this issue.
