Also, do you think disabling plugin enumeration makes generating unique browser footprints more expensive/difficult? For instance, someone might be using a rare plugin, one that wouldn't be on even a well kept list of plugins to specifically search for. Perhaps it's something they made for themselves and a small group of their friends, team members, etc. In a situation like that, wouldn't disabling plugin enumeration add value?

I like your Click-to-play idea too! I think it could coexist with an option to disable plugin enumeration entirely too.
