I think a better solution would be an add-on that disabled all plugins 
by default and then provided an easy user interface to configure the 
per-site settings for each plugin. All these per-site settings are 
available in the about:permissions page, but it is not user-friendly. A 
simple tab with a list of sites and their allowed plugins would be much 
easier to use.
