That is what I did, but it doesn't work....

I create 2 brand new user accounts with brand new home directories, then 
start up mozilla for both users so it creates a fresh ".mozilla" 
subdirectory in each users' home directory; however the only difference 
as reported by diff between the 2 subdirectories 
".mozilla/defaults/<random>.slt" is in the file "XUL.mfasl".

Apparently the  "user_pref"-call in 
/usr/lib/mozilla-1.2.1/defaults/autoconfig/prefcalls.js has no effect.

Is there a log file that I can check for errors?

Or do I forget something else?
