Banners in netscape 7.0

I have the following problem.  When I go out of the Netscape and open it 
again, Netscape opens a banner, not the last web page visited.  That 
occur when the web page visited has a banner.  If the last web page 
visited does not have a banner, when I open Netscape, it goes to that 
web page visited.  How do I resolve that problem?  Can you help me?
