Recurring Loss of Prefs and Mail

start mozilla and realize when going into mail asks me to set up a new 
account.  I am currently using 1.3b, and the problem just occurred.  I 
am unable to recreate the error on demand, it just happens sporadicly.  
What should I look for, or does anyone know a bug where I can track this 
issue?
