Duh! You are, of course, quite correct. My only defence is that I set 
this up so long ago that I didn't remember correctly (the memory fades 
when you get to my age ;-) ).

Having played with my prefs and userContent.css I've got my head around 
it now. The border-color only affects the colour of the vertical bar 
(graphical quoting), not the /correct/ '>' style. On Holger's webpage he 
sets 'border-color' for each level to be the same as the text colour of 
the /previous/ level. When I set my system up I still hadn't found out 
how to turn off graphical quoting (or maybe you couldn't back then) and 
I didn't like the multi-coloured stripes; that is why I removed 
border-color.
