Preferences locking

I tried following http://www.alain.knaff.lu/howto/MozillaCustomization/ 
but couldn't get preferences locking to work.

I have pref("general.config.filename", "mozilla.cfg"); in all.js
I have mozilla.cfg, converted using the above-mentioned page's utility
At start up I got "Failed to read the configuration file. Please contact 
your system administrator"

Anyone knows what the problem may be?
