Question on Personal Toolbar Customization

i use Mozilla 1.4 RC3 and am trying to figure out how to customize
(ie: add buttons to) my Personal Toolbar, which now only has "Home"
and "Bookmarks."

this is a newbie question, though ScottCollins.net 's 'Customizing
Mozilla' document ( http://scottcollins.net/journal/mug2002/CustomizingMozilla.html
) states that:

"Preferences can be set from the UI. E.g. ... which buttons appear in
the personal toolbar."

BUT, i have been unable to find this customization anywhere in the
Edit->Preferences UI.

any help?  thanks.
