How do I block cookies globally by default...

and allow cookies on specific sites that I am on. I have cookies turned
off in Mozilla v1.4's preferences. I tried using Tools menu -> Cookies
Manager -> Unblock cookies from this site that I want to cookies with. I
cannot seem to get this to work the way I want it. It doesn't register
that I allowed cookies for the specific site like ezboard.com.
Am I doing this wrong? Thank you in advance.
