To my knowledge, they don't work in Mozilla and derivates (incl. 
Netscape 6+). The text says "Communicator 4.0 and later", and in 
Netscape parlance, Netscape 6 is not Communicator (IMHO, that's 
incorrect, but anyways).

In Mozilla, the Personal Toolbar is just a folder in the bookmarks. See 
the menu in the Boomarks Manager.
