1.7beta - how can I customize key bindings? - userHTMLBindings.xml is gone

I just downloaded Mozilla 1.7beta and notice that res/builtin/
no longer exists. If I create this directory and copy my
userHTMLBindings.xml into place, it has no effect. How can
I customize my shortcuts now?
