Global change of homepage default

How can (for a central multiuser installation, mozilla 1.7) the defaults
for the homepage and/or the start page for new users or upgrade be changed?
If the entries in defaults/pref/browser-prefs.js,
pref("startup.homepage_override_url",
 "chrome://navigator-region/locale/region.properties");  
pref("browser.startup.homepage",
 "chrome://navigator-region/locale/region.properties");
are changed into a fixed URL each, always an empty page is displayed.
