Is there a way to programatically select the "ask every time" option?

Although this seems like a crypto question, I think it's really
equivalent to the question "is there a way to set mozilla user
preferences for the user?".  That question would be better asked in
one of the other mozilla newsgroups.

Sorry.  It's a shame there are no PSM developers contributing to this
newsgroup any more (that I can recall).
