Mozilla 1.7 Cache fails to recognize new page

I'm a web designer. I publish a new version of a web page and Mozilla still uses the cached version even though I have selected "Compare the page in the cache to the page on the network: Every Time I view the page". IE recognizes a change if I only republish the FLASH element on the page. Mozilla eventually does but I can't figure out what the trigger is. Not very user friendly when I'm making frequent updates. Has anyone else encountered this problem? Is there a fix?
