Difference between NC-rdf and WEB-rdf namespaces

Can anyone tell me what the difference is between the two namespaces 
used in rdf:bookmarks?  Namely:

http://home.netscape.com/WEB-rdf#
and
http://home.netscape.com/NC-rdf#

Another developer and I are working on some extensions to the Mozilla 
bookmarks system, and would like to know what these are used for before 
we leap into the fray.
