P.S. The Help files imply "file types that you have downloaded"
are added to the Change Action list by virtue of having been
"downloaded" at least once, so I did HTTP GETs on a .txt and
a .mbox file, but this did not have the desired effect of
adding their file types to the configuration list. 

To me, the most important use of this feature is to be able
to process .txt and .mbox files stored locally and accessed
via file://localhost/e:/...
