Just to be clear, there's a difference between what content is shown and what triggers a suggestion. Often times the two can be the same, e.g., suggesting web development sites to people who visit web development sites (or another way to say that is suggesting webdev tools to web developers).

But two being different could result in:
1) Suggesting coffee to web developers
2) Suggesting webdev tools to coffee drinkers

For this discussion, I'm asking about policies around what to trigger on, e.g., "web developers" or "coffee drinkers," but perhaps there shouldn't be a distinction between what we trigger on and what content is shown.
