We will do what is necessary for API compatibility so that PDFium and 
Flash will work. I think that will be less complicated than you make it 
sound, but we'll see.

No, these two plugins combined still only use a subset of the whole 
Pepper API set. I don't personally know what the other APIs are used 
for, but we have no plans to implement them.
