If you just want it to appear in the "programs" submenu of the start menu, drop a link in Windows\Start Menu\Programs On HPCs, create a shortcut in Windows\Programs. It's normal for an installer to do this for you. CabWizard is what is provided to build cab files for PocketPC installation. I will quite happily look after creating the necessary inputs to build the CAB files if that helps, for both PocketPC and HPC.
