To be able to use XUL for embedded devices would take a lot of effort. But by doing this, a UI layer as feature rich and yet not very large (minus few features most of the time) would be possible. The XRE http://www.mozilla.org/projects/xul/xre.html is another major initiative by the project. And if minimo can help it get there it'll be great.
