Sure.  You actually can download the x86 Windows CE Pocket PC 2003 
emulator from Microsoft.

I haven't posted an emulator build yet.  This may have to wait for the 
Mozilla release engineer (chase) helping me set up an offical build 
machine.  I was hoping to have this done by the end of the month, but it 
may turn out to be the first week of next month.
