"When mozilla starts up, open" doesn't work

The setting under Preference/Appearance that says

When mozilla starts up, open

no longer works for me.  I used to have it set to mail, and changed it 
to the browser.  Now I want to change it back, and it doens't have any 
effect. Anyone ever seen this?

This is the version I am using...

Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.7.3) Gecko/20041007
