You can work around that, you know.  If you haven't already, copy
/usr/dt/app-defaults/C/Dtwm to /etc/dt/app-defaults/C/Dtwm, and add to
the copy the line

Dtwm*Mozilla*iconImage: Dtffox

(which won't bother traditional mozilla, 'cause it supplies its own
programmatically) and of course create an appropriate
/etc/dt/appconfig/icons/C/Dtffox.l.pm (and any other sizes you may need). 
If you define CDE actions and create a dummy executable in
/etc/dt/appconfig/appmanager/C, you could also associate the base icon
name with the action, so it's used in menus or the front panel or
whatever.

I won't send or post the icon files, 'cause I think they had some unusual
restrictions on the use of their graphics other than as specifically
packaged with the software, and the icons I have are a direct
transformation of one of the standard ones (for firefox 1.0).

I agree that it would be nice if they fixed that, though.  Dtwm can't
be the only window manager that would prefer to have the program supply
an icon, even if it does let you specify one for programs that don't.
