That's pretty uncommon for temporary files in my opinion and the error message simply says that some of the intermediate dirs are missing. Which would make sense if "GCItemp51995" is some random dir. So I suggest providing more details about your actual setup, the OS, which version of Perl etc. Especially about the above dir structure and permissions as well. Have a look at your CGI.pm for that directory and when it is used. I couldn't find anything regarding that name in my pretty old CGI. I guess there's something non-standard going on in your setup which is the root cause of your problem. The above directory might not be what you think it is, like in case of chroot, containers or alike.
