Does changing your user back to UTC change anything regarding the wrong times shown for old bugs? It should in theory, but at the same time the times of the new bugs should be wrong now? Otherwise applying "America/Chicago" per user wouldn't have any effect. "Site Default" in that context really only means that NO user settings are applied, that's why that term is missing from individual time zones.
