I didn't fully understand your firewall related statements, but it might make sense to use your browser's development tools on the external host and your Windows Server to see what happens during/after login. There should be some network related monitoring tab and you might need to eanble something to preserve logs on redirects. Things heavily depend on your browser. Besides that, check your firewall of course, depending on where it's hosted disable it entirely, check things loike default gateway on your server compared to other workstations, even DNS might be a problem. You surely changed something on that level instead of Bugzilla.
