Characters not displayed properly

Hi Guys, We have an issue where some characters on bug entries are not displaying correctly. It does not seem to happen on all text or entries but we have noticed it on the following specific example: "Germany", "France" displays as “Germany”, “France” As anyone got any ideas why this is happening?
