Most likely because that's not any of the standard Perl include paths
recognized. You can execute the following on a shell to see what Perl
considers default paths:

> perl -MData::Dumper -e "warn(Dumper(@INC));"

Additionally to that, Bugzilla considers the directory "lib" of it's
own install root dir. If you want additional paths to be used, you
need to exec perl manually using the "-I[...]" switch.

In general, simply don't do that. Install Bugzilla's dependencies
using the package manager of your OS, which is most likely properly
intergrated with Perls include paths. Whatever is not available using
the package manager, should be installed using "install-module.pl" of
Bugzilla itself into it's private "lib" directory, but really only
what's missing.

You should avoid bypassing the package manager of your OS as much as
possible.
