There are multiple ways to customize, e.g. by overriding templates or
implementing extensions. The latter supports hooks during various
states of Bugzilla's processing, running arbitrary code in the end.

This sounds like you should take a look into groups and security
instead. I think Bugzilla is clever enough to hide forbidden products
and some points and might even redirect automatically to one if only
one is posisble at all. But that's something you need to test on your
own.
