Printing and Page Margins

I am encountering a frustrating problem with Mozilla 1.7.3 on Windows. 
If I zero all of the page margins in the Page Setup dialog the margins 
are still set to 0.25" on the page. My printer can print down to 0.17" 
in Word and any other application, so I know it is not a minimal margin 
on the printer. Similarly, the Linux version of Mozilla 1.7.3 will 
correctly zero margins.

More of the problem is the fact that any value I put for a margin in the 
Page Setup is ADDED to 0.25" so the margin is larger than I requested. 
If I use the default setting of 0.5" then the printed margin is really 
0.75", which is NOT expected.

Does anybody else have this issue? More importantly is there a solution 
to this problem?
