Is there a limit on how many connections be running in Mozilla v1.7.5 on dial-up?

I like to open multiple Web pages (up to 15 or more Web browser's tabs).
I seem to notice I sometimes get "connection refused" errors on dial-up
modem connections (24000-31200 conenctions; 3 KB/sec average). When I
get these errors, Mozilla waits and doesn't continue processing. I have
to hit OK to continue.
I do not get these errors with broadband connections on the same
computer and browser. I like to load Web pages in the background while
doing something else since dial-up is SLOOOOOOOOOOOOOOOOW.
Is it because dial-up can't handle it or something I need to tweak? I
still get them even if I disable graphics on dial-up. I am using Windows
XP Professional SP2 (all updates), Athlon 64 3200+, 1 GB of RAM, and an
old USR Sportster 33.6k Faxmodem.
