Moz 1.8 alpha 5 for Win XP does not include "Roaming Users"? (aka roaming profiles)

I just installed Moz 1.8a5 on my Mac (OS X) and on my MS-Windows (XP) 
machines.

On OS X, I see the new "Roaming User" preferences category.  I'm able to 
use it to upload various parts of my profile to a central ftp server.

But on windows XP, I don't see the preference?   Am I missing something.

Looking at the mozilla bug 244770 (which can be at 
https://bugzilla.mozilla.org/show_bug.cgi?id=244770 ) it looks like 
roaming profiles have been disabled in windows XP since Aug 04.

Is my understanding correct?  I would be sad if it was.
