I have, within the last 2 weeks, performed a clean install of WinXP Pro, 
  slipstreamed up to SP2, on a new PC I've built.  There are no delays 
or apparent hangups with downloads from Mozilla.org, or any other site 
for that matter.

While I detest Microsoft for their heavy-handedness at the best of 
times, I don't agree with your interpretation of the sequence of events 
here.  Conspiracy theory??  No.  Possible default setting with your 
hardware/software on this install??  Quite likely.  It happens to all of 
us, at one time or another.
