It was just so weird that I had the same exact problem with two new
installs, and IE only had problems on the Mozilla site while a
different computer on the same network already running Mozilla could
navigate the site and get the download quickly.

I don't know how a default setting could affect only one web site.
That's what made me suspicious.  Maybe I AM paranoid.
