A reboot means that the OS is being reloaded from scratch (not to the 
hard drive but at least to memory). A power off/power on will 
effectively reboot the computer unless something like hibernation is 
going on.

BTW: Ctl-Alt-Delete no longer reboots the computer - in XP it merely 
starts the Task Manager.

If the OS is getting restarted then it's effectively a reboot.
