Outlook is part of Office.

The discussion is which concept is better, not which implementation.   He
prefers the suite concept.   Microsoft likes to sell suits to people who like
the suite concept and who might or might not have bought Access along with their
Excel, had they been shopping for best of breed.

Implementation issues can override philosophical preferences, but the above
quote was only concerned with the latter.
