Nope, nothing to do with HOSTS. After posting this as a bug, I got an
answer. Mozilla & Firefox use local sockets as a form of interprocess
communication, so this is merely a symptom of different parts of the
program talking to each other. The only reason I even saw it was that a
fresh install of ZoneAlarm didn't have the localhost address in the
Trusted Zone.

Incidentally, although the traffic on local ports is normal, the way
Mozilla failed when it was blocked IS apparently a bug in work.
