NEED throttle bandwidth for download manager

I got spoiled on this from a P2P program called winMx that lets you set the
bandwith usage for upload/downloading.

I have several "critical" online programs running in the background.  When I
am downloading a file in Mozilla, the download SUCK UP all the bandwidth,
killing my other critical programs and also dogging out the browser or other
MOZ functions.
