You will need to ask one of the authors of the code where you see it but 
generally keep in mind that lots of client-side HTML/CSS/Script is 
thrown together by people copying/pasting stuff found online without 
necessarily understanding details. The online availability of such stuff 
is nice to spread it but then spreads good or bad code alike in many cases.
