What we've been told by the folks at Mozilla.org is that XForms will be 
an extension until XForms reaches some 'as yet to be defined' critical 
mass of users at which point we will have a pretty good idea of the 
size/performance impact we'd have on Firefox if they decided to pull us 
into the default codebase.  Firefox didn't want to take the hit in size 
and possibly performance for an unproven technology when it can exist as 
an extension without loss of functionality.

If you want a more 'formal' statement, you'll have to talk to the guys 
at Mozilla.org.
