floating point SOAPParameter encoding problem

I have just filed
   <https://bugzilla.mozilla.org/show_bug.cgi?id=282245>
about problems in Mozilla 1.8 nightlies where JavaScript floating point 
number values like 2.5 are encoded in a SOAP message as 2,500000 instead 
of 2.500000, at least for me here on a German edition of Windows XP.
Could anyone here check the test case

and report here or in the bug whether the problem exists on other 
platforms or other editions of Windows too?
