Standalone XPCOM update

Thanks to the amazing work of Darin Fisher, the uconv dependency has 
been broken!

There is now no binary difference between standalone XPCOM and the XPCOM 
that ships with the Mozilla browser. Documentation has been updated and 
is available at:

http://lxr.mozilla.org/seamonkey/source/xpcom/doc/xpcom-standalone.html

The changes have landed on the trunk as a part of the nsIFile cleanup 
(see dougt's earlier post) and will land on the mozilla 1.0 branch as 
described in dougt's message:
