XPInstall doesn't support signing. Perhaps in the future.

The "META-INF/manifest.mf" file in a signed .jar has nothing to do with the
manifest.rdf in a chrome archive. Using the ".jar" extension for chrome was
an extremely unfortunate choice, they're plain old ZIP archives with nothing
to do with Java or signing.
